1. Vision:
To build a prosperous Nepal by preserving, promoting and empowering the rights and interests of the Tharu community and maintaining co-working, co-existence and tolerance among all castes, languages and religions and cultures.


2. Goal:
The Tharu Commission will remain an independent, impartial, credible, active and cooperative body, adopting the principles, values and values of fundamental rights and universal human rights in accordance with the constitutional and legal mandate.

3. Goal:
To protect the rights of the Tharu community by promoting cooperation through increasing social harmony on the basis of inclusive proportional principles and to create conditions for free enjoyment of the Tharu community.

4. Purpose:
Capacity building, effectiveness enhancement and institutional strengthening of the Commission;
Reform the existing policies, legal and institutional arrangements related to the Tharu community and make new arrangements as per the need, and to protect, promote and empower the rights and interests of the Tharu community by making the implementation of the program effective.
To preserve, develop and commercialize the language, script, culture, history, tradition, literature, art, knowledge, skills, technology, archaeological objects and sites of the Tharu community;Ensure the rights and interests of the Tharu community through effective, objective and continuous monitoring

5. Values:

 Established as a constitutional body for the recognition of the history and culture of the Tharu community, protection and promotion of rights and empowerment of the Tharu community, the Commission shall fully adhere to the following values while discharging its functions, duties and rights:-

5.1 Equality and justice:
While performing its functions, the Commission will treat the Tharu community living within Nepal as well as all other communities living in Nepal with justice and equality based on their condition and needs. The Commission believes that competence and equality will be achieved on the basis of equality to those with other different÷ weak conditions without negatively affecting the service facilities received due to the good condition.

5.2 Accountability:
The Commission will continue to hold regular public hearings regarding the work it has done, hold press conferences, and publish the details of the main works on its website, and take full responsibility for the work it does.
A policy will be taken to put the study report prepared by them on the website and distribute it to the stakeholders. According to the constitutional provisions, the Commission shall prepare its annual report within 3 months of the end of each financial year and submit it to the honorable President.

5.1 Equality and justice:
The Commission will hold regular public hearings, hold press meetings and make public the details of the main works on its website and take full accountability for the activities carried out by it. A policy will be taken to keep the study report prepared by it on the website and distribute it to the stakeholders. According to the constitutional provisions, the Commission prepares its annual report within three months of the end of each financial year and submits it to the Honorable President. 


5.3 Ensuring access:

The Commission will make arrangements for the commission's functions, activities and officials and employees to collect and provide necessary information, information and records with easy access to the stakeholders. In order to create a situation where the general public and stakeholders can have easy access to the information, information and records that need to be kept secret as per the law, the COMMISSION will make public on the website by arranging spokespersons, information officers and grievance redressal officers.The Commission will also make arrangements for fax, Facebook and Twitter gradually by installing non-charge telephones to collect complaints and suggestions of the stakeholders. A specific time will be fixed for the general public to meet with the office bearers of the Commission and to be concerned. At that time, the stakeholders can meet and ask for information.

5.4 Fairness:

The commission will do its work impartially. The commission will not have any kind of request or bias or biased behavior on the basis of gender, religion, caste, caste, language, faith, opinion, economic social condition, geographical area etc. To make recommendations to the Government of Nepal, give suggestions, review, monitor and evaluate matters, conduct programs, support matters, create and implement codes of conduct and it will accept fairness as its value and recognition while doing work related to approving plans and programs.

5.5 Freedom and autonomy:

According to the constitutional and legal provisions, the Commission will carry out its functions completely independently. The Commission will not be allowed to act under any pressure, inducement or prejudice regarding its functions, duties and rights. While fulfilling its constitutional obligations, the Commission will remain committed to act in accordance with the spirit of independence and autonomy.

5.6 Transparency:

Subject to the Right to Information Act and other laws in force, the Commission will publish and broadcast its activities, decisions, plans, etc. through the website, press conference, public hearing, press release etc.

5.7 Participation and inclusion:

The Commission will hold interaction discussions with the concerned bodies, Tharu community, intellectuals and others while conducting awareness programs, recommending policy programs and necessary arrangements to the Government of Nepal and other bodies. Discussion and empowerment programmes will be made as inclusive and representative as possible.

5.8 Respect for diversity:
Diversity within and outside the Tharu community will be treated as an opportunity and will be properly respected. A policy will be adopted to protect and promote the rights and interests of the Tharu community by managing such diversity.
